When to give it
On or soon after the last working day, once the exit is settled. Many companies issue it together with the relieving letter.
What to leave out
Pay, the reason for leaving and anything about performance, unless the person asked for it. A short, factual letter is the safer one.

What's the difference between an experience letter and a relieving letter?
The experience letter certifies how long someone worked with you and in which role. The relieving letter confirms they have been released from their duties as of their last day.
